She said it was not just one property owner who complained about this establishment. <br /> She wanted a concrete plan for the pizza parlor. <br /> <br /> Ms. Dennis felt the reduction in occupancy will not work without a reduction in square <br />footage to give the incentive to the business to do something with the remaining square footage. <br /> <br /> Ms. Ayala said the owner has part of a plan put together already, whether it is Mountain <br />Mike's pizza, catering or a smaller club. She felt the quickest way to reach that change is for <br />him to put his own plan together and take it through the permitting process. Staff does not often <br />request Council to review conditional use permits and she felt staff had done its job. She was <br />uncomfortable overruling them. <br /> <br />Ms. Michelotti wanted some way to proceed without revoking the permit. <br /> <br /> Mr. Roush commented Council could revoke the use permit, but not make it effective <br />until the end of January. That would give the applicant time to present a business plan and there <br />would be motivation to get it done within a reasonable period of time. If that did not occur, then <br />the permit would be revoked. He felt that would address Council's concerns. <br /> <br /> Ms. Michelotti wanted a report in three months to keep track of Police action for this site <br />and whether compliance is occurring. <br /> <br /> Ms. Ayala said she would be willing to amend her motion to revoke the permit as of the <br />last meeting of November, pending receipt of a new plan. <br /> <br />Ms. Michelotti asked if staff could process a plan within the next few months? <br /> <br /> Mr. Swift said a new use permit application could be processed within that time frame. <br />He was uncertain whether a pizza parlor could be installed and in operation within that time. <br /> <br /> Ms Ayala felt the owner could be on the way of doing that and Council could know if <br />there was progress at that point. <br /> <br /> Mr. Swift said that would not affect any change in access or operation of the club unless <br />those conditions are added at this time. <br /> <br /> Ms. Dennis again said a restaurant is a permitted use. What Council is saying is that the <br />conditional use permit would be preserved for only half the square footage, which would reduce <br />the occupancy. That is her major concern. It doesn't matter what the progress is on the pizza <br />place, it matters that the club is reduced in size so there are not so many people there. Even <br />thought she advocated reducing the square footage of the club, she still felt sorry for the <br />neighborhood, because it has been patient with this for a long time. It is an unusual problem to <br />have gone on this long. <br /> <br /> Ms. Ayala asked if she should withdraw her motion amendment.
