recommendations of the committee and that would influence how they vote when the matter
came before their respective Commissions. He wanted a task force of five to seven citizens
appointed by Council. He agreed with the suggestion of putting Pat Belding on the task force.

There were no further speakers on the matter.

Mayor Pico supported having one Planning Commissioner, one Housing Commissioner
and five citizens appointed by Council.

Ms. Dennis asked why staff suggested Commissioners for the committee.

Mr. Swirl said this is an update of the Housing Element, not a complete redraft, and time
is short to accomplish the task. Staffbelieved it was important to start with individuals familiar
with the Housing Element and the fair share needs requirements. The Housing Commission and
Planning Commission have been very involved in this.

Ms. McKeehan indicated both Commissions have been very interested in housing and
some Commissions have been concerned they have been left out of the process. In this case it
made sense to include them and to have the two Commissions talking about the issues.

Ms. Dennis was concerned about having only one representative from each Commission.
The Commissioners are so diverse, one may not be able to capture all the ideas of the
Commissions.

It was moved by Ms. Dennis, seconded by Mayor Pico, to form an ad hoc task force
comprised of two members from the Planning Commission, two members from the
Housing Commission, and five members appointed by the City Council; and authorize a
budget of $20,000 for the Housing Element Update process, to be incorporated into the
2001-2003 budget.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, and Mayor Pico
NOES: Councilmember Campbell
ABSENT: Councilmember Michelotti
ABSTAIN: None

Mr. Campbell preferred having one Commissioner from each of the two commissions.

Item 6f
2000 Growth Management Report (SR 01:105)

Brian Swift presented the staff report.

Ms. Ayala asked if the units allocated for the Bernal property would actually be built in
2001.

Pleasanton City Council 15 05/08/01
Minutes
