Ms. McKeehan indicated it takes about a year to get detailed information from the <br />Cellsus. <br /> <br /> Ms. Ayala asked if the demographic information compiled by the School District could <br />be used. <br /> <br /> Mr. Swift indicated the demographics gathered by the School District is excellent with <br />respect to school aged demographics, but is totally lacking in income information for housing in <br />Pleasanton, which is a key component. It will be next year before that is available from the <br />census, which is why a consultant is necessary at this time. For instance, Pleasanton used to <br />have 15% of its households qualified for lower-income households. We intend to retain that as it <br />grows and it cannot be tracked until next year. The policy base for the housing element has been <br />established with strong support of the Housing Commission, Planning Commission and the City <br />Council. He felt staff could move forward fairly quickly in terms of getting a policy in place. <br /> <br /> Ms. Ayala indicated the citizens had voted for a 29,000 unit cap on housing units and Mr. <br />Neely has indicated there are 1,400 units left to build before that is reached. ABAG is asking for <br />more than that. She asked staffto comment. <br /> <br /> Mr. Swift said in reality there are about 4,500 units left. If you count all units approved, <br />that number gets smaller. If you built out every project at the midpoint of the General Plan, there <br />would probably only be about 27,500 to 28,000 units built. There could be increased densities or <br />new locations and still stay significantly below the cap. <br /> <br /> Ms. Dennis referred to the Land Use Element Update and this Housing Element Update <br />and inquired if they had to be consistent. <br /> <br /> Mr. Swift said the law requires the General Plan to be internally consistent and that <br />includes all elements. Under the existing General Plan, there is an ability to incorporate all the <br />units required under the ABAG Fair Share Needs and still stay under the housing cap. An <br />inventory of potential sites that are available for housing is necessary. Some properties may <br />have to develop at greater than the midpoint, but would still be consistent with the Land Use <br />Element of the General Plan. Staffwould look at policy language that would direct staff to find <br />suitable locations for many different types of housing in order to accomplish the Housing <br />Element goals. That is similar to what was in the last Housing Element and that was found <br />satisfactory by the State. <br /> <br />Mayor Pico invited public testimony. <br /> <br /> Jack Dove, 5250 Case Avenue #110, urged Council to appoint one member from the <br />Housing Commission and one from the Planning Commission with five citizens appointed by <br />Councilmembers. He did not think there were a lot of advocates for affordable housing around <br />and suggested that one of the Councilmembers appoint Pat Belding to the task force. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, expressed his opposition to having a <br />Commissioner or Councilmember on the task force.
