years. The total is 11.31% and the rate would be elllgctive July 1, 2000 and go titrough <br />March 31, 2004. That would be the ot~.y rate increase that would occur during that <br />period. It is designed to keep pace with the CPI, as it is anticipated to increase between <br />now and the year 2004. Historically from 1997 to 1999 it had increased 11.4% and the <br />dump costs had gone up 11.62%. As noted, some of the cost increases exceed the rote <br />adjustment~ The reason that they believe that the rate adjustment is lower is because of <br />operational efficiencies and other activities that the company has undertaken to <br />successfully reduce costs. The residential customer service based 90-gallon garbage with <br />mixed recycling blue bag is the predominat~t service; 96% of the residents in Pleasanton <br />use that service. Less than 1% use the smaller 32-gallon can. The 64 gallon green waste <br />can is serviced twice a month and the residential blue bag program is available weekly <br />for those individuals who take advantage of that and put it right into the refuse container. <br />Currently the rate now is a $20.03 per month; it is proposed to go up to $22.30 and stay <br />there until the year 2004. The current rates for the 90-gallon service in the county survey <br />area is $58.90. <br /> <br /> Mr. Oliver said another item that PGS wanted to bring up is the congestion in the <br />transl~r station. If any of you have done any self-haul, particularly on the weekends, <br />you*ve seen what we are dealing with. Basically the transfer station was not designed to <br />accomplish as much recycling activity that occurs today and so what PGS is faced ~vith is <br />the need to actually go through the material, put it on the floor and have the employees go <br />through and get the material out so that PGS can increase recycling numbers. That is the <br />reason for the proposed 7,000 square foot expansion on the east side of the building. <br />That will give PGS the opportunity to take the waste material, pmdominately the <br />commercial waste, to that side and go through it to get more material out of it and then <br />take it to the recycle belt in a timely fashion. Because the Vasco Road facility is not open <br />on Sundays, PGS cannot haul out of the ~acility to Vasco Road, so the material that stacks <br />up after the last track that can go out on Saturday, through the rest of the weekend, is <br />significant. What happens is that they ran out of time to be able to go through the <br />materials so they just haul it out, and therefore they are losing some of the recycling <br />numbers? As Mr. Fialho mentioned, they are at 50% in state compliance, however PGS <br />believes that the State will continue to look for higher levels of recycling. The Alameda <br />Waste Authority has asked for voltrotary compliance to 75%. A great deal more ~vork <br />needs to be undertaken in order to reach a higher percentage than 50% and so PGS is <br />recognizing that needs Io happen and the expansion would increase that efficiency to a <br />great degree. <br /> <br /> Ms. Ayaia said that she had a question regarding the 75% compliance. If we are <br />one of the few cities that is in compliance at 50%, what are people thinking when they are <br />going to go to 75%, when they don't have all of the cities conforming at 50%? <br /> <br /> Mr. Oliver said that on a statewide basis it ranges down from the teens up to <br />50+%. Statewide there is a huge variance and there is not compliance on a uniform basis. <br />The 75% requirement will require extraordinary measures. It will require very aggressive <br />programs.
