Mayor Tarver asked about the timeline for the project. <br /> <br /> Dr. Dowling said it will take ten months to develop a travel demand model and <br />the microsimulation model. During that same time the baseline traffic report will be <br />updated using the existing model. That provides a tool to use during project reviews for <br />the next year or so. About this time next year, both models will be in place and the new <br />baseline report for 2000 will use the new model. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Michelotti, to approve the <br />contract with Dowling Associates, Inc. to develop a new traffic modeling process. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6e <br />Appeal by Ed Churka. owner and builder of 780 Main Street {Coffee Roast <br />Express), of the application of Buildin~ Code re~luirements and development fees to <br />the proposed second floor commercial uses at his property <br />(SR 00:081) <br /> <br />This item was discussed earlier on the agenda. <br /> <br />Item 6f <br />Review recommendations from the Alameda County Waste Mana.,ement Board <br />re~,ardinll use of local task force (SR 00:087) <br /> <br /> Ms. Dennis said she had requested this on the agenda because there had been a <br />great deal of discussion between the Waste Management Authority and the Recycling <br />Board about the correct way to implement Measure D. She wanted those individuals to <br />address Council, but no member has contacted her. She felt the fundamental focus of the <br />discussion was how the Authority should get its advice. There was a citizens group of <br />advisors in existence and Measure D stipulated that the Recycling Board could with the <br />agreement of the cities become the advisor instead of the local task force. <br /> <br />Mayor Tarver felt that was a power grab and did not support that. <br /> <br /> Ms. Dennis was at first unsure if the local group wanted to continue as advisors <br />but has found out that they do. <br /> <br /> Mayor Tarver believed the Authority was right in selecting Option 4 to keep the <br />existing task force. <br /> <br />Pleasanton City Council 27 04/04/00 <br />Minutes <br /> <br /> <br />
