It was moved by Ms. Ayala, seconded by Ms. Dennis, that city staff be <br />directed to send a bill to the Fair Board for expenses incurred as a result of this <br />event; that city staff be directed to come back with a modification of the noise <br />ordinance so it can be enforced the next time a similar event happens; and that an <br />official letter of protest be sent to the Fair Board and the Board of Supervisors of <br />Alameda County regarding the disturbance. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAiN: None <br /> <br />Other Soeakers <br /> <br /> Maureen Nokes, 5415 Corte Paloma, indicated Alameda County has stated the <br />Staples Ranch area could be a location for a Juvenile Hall Facility. The primary site is <br />San Leandro because it is more centrally Located. However, due to the expenses for <br />seismic retrofit, it would cost an additional $20 million. The only other site large enough <br />to accommodate the facility is the Staples Ranch property. Mr. Haggerty has indicated he <br />would oppose this, but he is only one of five votes. Original proposals for the Staples <br />Ranch property were for 230 homes and a 30 acre sports park. That was opposed by the <br />neighbors, but she did not think the neighbors would like a Juvenile Hall as a neighbor. <br />The Staples Ranch property, Busch property and San Francisco property are all in the <br />County and unless the properties are annexed, the City of Pleasanton will have very little <br />control over development. She did not believe these properties would be annexed if they <br />have to deal with Measure D. The CAPP supporters believe this is just a scare tactic. <br />Ms. Nokes believed the City should not lose control of land use decisions to the County. <br />This measure is pitting neighborhood against neighborhood. Council has so much to be <br />proud of: revitalized downtown, completion of a General Plan with hundreds of citizens <br />participating, an urban growth boundary with voter protection, a possible golf course, a <br />housing cap with voter protection and a spectacular Aquatic Center expansion. She urged <br />citizens to think about Council's accomplishments for Pleasanton. Council has been <br />trusted to represent the citizens of the City and she asked the Councilmembers if they <br />wanted CAPP to be their legacy. <br /> <br /> Ms. Ayala indicated the Juvenile Hall has been a threat for at least a year and the <br />citizens should not cower to threats. <br /> <br /> Ray Oliva, 3109 Camdon Court, indicated he had seen a broadcast on the local <br />channel regarding the DSRSD proposal for groundwater injection. The phrases and <br />justification used for this project are the same ones used regarding a health crisis in El <br />Dorado County conceming asbestos. One statement was that "they have not found any <br />sick people". This should never be stated. Studies should be done on populations that <br />are using treated water.
