the need to coordinate and work together so the Fairground is successful and does not
cause people to come to Council meetings saying they want to get rid of the Fair. The
Fairgrounds is an asset to the community, but it has to be operated in a way so that it will
continue to be seen as an asset. He believed the City needed to be able to enforce laws
there that are imposed on everyone else in Pleasanton. He hoped the Fair Board will not
view the City as the enemy and some arrangement can be made so the City can protect
the fights of the citizens of the community.

Ms. Michelotti urged reactivation of the Liaison Committee. She believed the
Fair Board has taken steps to try to make this right with the community. However, she
felt the Liaison Committee representatives need to work together to resolve this issue.
The worst thing that could happen is to have an outcry from the community that the
Fairgrounds is not a positive thing for the community. It has been good for the
community for at least sixty years. She said the Committee will diligently work with the
Fair Board to resolve the issues.

Ms. Dennis felt a lot of this could have been avoided if there had been
collaborative efforts early on.

Ms. Ayala wanted the Liaison Committee representatives to request that the City
of Pleasanton be fully compensated for both fire and police expenses for this event.

Mr. Pico believed that more was required than words and apologies. He did not
understand how the Fair Board could not have known there would be a problem with this
event. He did not think the Fair Board should profit from this event.

It was moved by Mr. Pico that city staff be directed to send a bill to the Fair
Board for expenses incurred as a result of this event; that city staff be directed to
come back with a modification of the noise ordinance so it can be enforced the next
time a similar event happens; that an official letter of protest be sent to the Fair
Board and the Board of Supervisors of Alameda County regarding the disturbance;
and to ask the Fair Board to donate all proceeds from the concert to the City of
Pleasanton Youth Fund as an indication of genuine concern and sincerity in their
apology.

The motion died for lack of a second.

Ms. Dennis asked if Council could do all that tonight.

Ms. Acosta said the item is on the agenda and two of the three recommendations
are already in the staff report. She felt any discussions should include the Alameda
County staff and a representative from the Board of Supervisors.

Ms. Ayala indicated she had contacted Scott Haggerty regarding this. He agreed
to discuss this matter thoroughly.

Pleasanton City Council
Minutes

6 10/19/99
