No decision to proceed with this process <br />can be done without the necessary studies. <br /> <br /> Mayor Tarver indicated his concem about this as well. Unfortunately, the City of <br />Pleasanton does not regulate this and the decision will be made by others. The City <br />Council has stated it does not want this project unless the public could accept it as a safe <br />and proper thing to do. He encouraged Mr. Oliva to attend the Zone 7 meetings and <br />express his concerns. Council and City staff will be watching the situation. <br /> <br /> Ms. Ayala also referred him to the Safe Water Committee and told him the <br />contact people. She also asked him to raise the question of Pleasanton representation at <br />the next DSRSD meeting. <br /> <br /> Ed Churka, 507 St. John Street, expressed his concem about the final building <br />inspection for his property at 780 Main Street. He cannot get his gas turned on until there <br />is a final building inspection. He cannot get a final health department or fire department <br />inspection without the gas turned on. He wanted Council to amend its ordinances to <br />resolve this situation. <br /> <br /> Peter MacDonald, 5258 Crestline Way, indicated he opposed the CAPP Initiative <br />because it is too radical for Pleasanton. It was developed by a small group of people <br />without public input and is not based on sound govemment or economic principles. The <br />message that is sent is that government is more arbitrary and capricious. It throws the <br />General Plan in the trash. The General Plan will be decided by a series of elections on <br />individual projects. In effect, there is no General Plan and the City staff will have no way <br />to plan for building roads, utilities or other public infrastructure. Some people say CAPP <br />will increase housing prices. That is correct. Califomia has proven that radical <br />restrictions on housing supply will increase housing prices. He stated the higher the <br />housing prices the lower the standard of living. The higher cost of housing means we are <br />not providing for our children. He said in the Bay Area we have combined the most <br />productive private sector in the world with the most restrictive government housing <br />regulations in the nation to produce a surprisingly mediocre standard of living. My <br />brother' s child can purchase a house in Denver for one-third the cost of a house in <br />Pleasanton. That means the Denver resident can apply the difference in purchasing <br />power to an enhanced standard of living. Existing homeowners with increased equity <br />only have "paper wealth." Most homeowners merely roll over the equity as a <br />downpayment to buy even larger, more expensive, houses. In order for the homeowner <br />to benefit from the new home there must be continued housing scarcity to increase that <br />value. He referred to his website with more detailed information - www.nocapp.org. <br />When our children are ready to buy a house in this area, the price may be double or triple <br />what we paid. They will not have inflated home equity to roll forward for a <br />downpayment. Our children will face higher housing costs then we have and our <br />children will have to choose between living in poverty or leaving the state.
