Robert Cordtz, 262 West Angela, referred to his concerns about the sovereignty
issues. In Pleasanton there are areas controlled by the State of California, the Federal
Government, Alameda County, the Pleasanton Unified School District, the San Francisco
Water Department and the Fairgrounds. We are told the School District can build a
school wherever it wants with no controls. He has been dealing with the Fairground for
many years regarding the noise. He referred to documents he presented to Council
regarding this topic. The Fairgrounds has not responded to any concerns that have been
expressed. There has been a shooting at the Fairgrounds, an ecoli problem, and a
discharge of contaminated water onto the San Francisco property. Alameda County has
still not responded to the water discharge incident. The Liaison Committee has not been
able to accomplish anything. There are Pleasanton citizens on the Fair Board and they
have done nothing. He was surprised the Board members did not come to the Council
meeting to apologize, instead of sending Mr. Pickering.

Vinton Voss, 1667 Paseo del Cajon, appreciated what has been done by way of
apology. He suggested the City ask the sponsors of the event to do the same thing the
Fair Board has done and send a written apology to everyone.

Bob Phillips, 1865 Paseo del Cajon, said he has never heard anything like this in
all the years he has lived here. He usually does not complain about noise, but this was
ridiculous. He did not believe there was any difference in the sound level on Sunday. He
said he could hear the announcers urging the technicians to turn up the sound. He felt the
police department had done a good job. He disagreed with facing the sound towards the
San Francisco property. When that is developed, there will be the same problem. He
enjoyed the music and entertainment, but it was just too loud.

Pat McInemey, 1041 Harvest Circle, indicated she did not want the Council to get
involved in trying to run the Fairgrounds. The Fair Board had done a good job over the
years and it is working hard to keep the Fairgrounds going. It cannot survive on just two
weeks a year and needs other events during the year. It lost $400,000 when it lost the gun
show. She would like to see smaller concerts at the Fairgrounds. The Valley needs a
venue so people don't have to go to the Oakland Coliseum, Shoreline, or to the Concord
Pavilion. She felt alcohol could be controlled.

Marry Elling, 6075 Corte Montanas, was thankful he did not have a job that
required him to have rest on Saturday or Sunday. He went to the Fair Board meeting and
heard a person from the radio station defending the noise as professionally done good
music. He said by the time the sound reached his back yard, it was no longer music, it
was only noise. The question of alcohol was not discussed at the Fair Board meeting and
he was glad it was brought up at the Council meeting. He also expressed disagreement
with the Police Chief about people leaving the Fairgrounds peaceably. He said there was
a lot of traffic noise, loud radios, and people yelling, which disturbed his son.

Mayor Tarver appreciated the response of the Fair Board and General Manager
and the assurance that this will not happen again. He believed the Fairgrounds should be
regulated by the City of Pleasanton and that everything possible has been done to express

5 10/19/99
Pleasanton City Council
Minutes
