Ms. Michelotti clarified that Ms. Ayala's motion only approves the golf course, <br />etc. TTK, no Summerhill and no New Cities. So no parts of the bypass road are <br />constructed. <br /> <br />Ms. Ayala felt Council can continue to work on a bypass road. <br /> <br />Ms. Michelotti asked where? The New Cities application is being denied. <br /> <br /> Mayor Tarver said his original motion was that New Cities can proceed if it is <br />part of a whole package addressing concerns about a golf course, etc., but there was no <br />second to his motion. <br /> <br />Ms. Michelotti objected to the process being followed. <br /> <br />Ms. Ayala was concemed about approving additional houses without annexation. <br /> <br /> Mayor Tarver indicated his original motion indicated that if annexation is <br />successful then we have development of New Cities, funds for infrastructure and the golf <br />course approval. All that is necessary for the bypass road then is to get an acceptable <br />project on the Spotorno property. <br /> <br />Ms. Ayala withdrew her previous motion. <br /> <br /> It was moved by Mayor Tarver, seconded by Ms. Ayala, to approve a <br />modified Option 3, which denies the SummerHill project, approves the New Cities <br />project (including the open offer of dedication and an alternative design of the <br />maintenance road to the creek), approves the golf course project, agricultural <br />policies, memorandum of understanding and the TTK project; not including growth <br />management allocation; directs staff to negotiate an agreement with Black <br />Mountain, New Cities, and TTK regarding water and sewer infrastructure; <br />determines that the City will not proceed at this time with construction of the bypass <br />road through SummerHill; and tables consideration of the preannexation <br />agreement with Spotoruo; all of the above conditional upon approval of the <br />annexation by the Happy Valley voters. <br /> <br /> Mr. Roush asked if the motion took growth management allocations out of all the <br />development agreements. <br /> <br /> Mr. Tarver said yes. He would like to consider it as a major project allocation as <br />part of the allocation for all the projects. He had concems about the timing of New Cities <br />allocation for 2000. <br /> <br /> Ms. Michelotti could not support the motion.
