(SR:99:308) Larissa Seto presented the staff report. The Mayor opened the public hearing, but there were no speakers. The public hearing was closed. It was moved by Mayor Tarver to approve a modified Option 3, to approve the New Cities PUD, the golf course PUD, agriculture policies, property owners Memorandum of Understanding, and TTK PUD, the development agreements, direct staff to negotiate an agreement with Black Mountain, New Cities and TTK, determine that the City will not proceed with construction of the bypass road at this time, table the agreement with Spotorno, and make all PUD's and development agreements conditional on approval of the annexation. The motion died for lack of a second. It was moved by Ms. Ayala, seconded by Mr. Pico, to approve Option 4 conditional on approval of annexation. A substitute motion was made by Ms. Michelotti, seconded by Ms. Dennis, to approve Option 3 but without the condition that New Cities' approval be subject to approval of annexation. The roll call vote was as follows: AYES: Councilmembers Dennis and Michelotti NOES: Councilmembers Ayala, Pico, and Mayor Tarver ABSENT: None ABSTAIN: None Mayor Tarver referred to Ms. Ayala's concern about no approvals without the golf course. By adding annexation as a condition for Option 3, New Cities has no approval without annexation. Ms. Dennis did not think any of them should be linked to annexation.
