That does not guarantee units. <br /> <br /> Mr. Armstrong said if the City Council is not prepared to approve the annexation <br />agreement, then to suggest that the Spotornos would have an interest in going through <br />this entire planning process with its difficulties is unrealistic. The Spotomo will operate <br />their ranch and that is an end of it. The bypass road is a dead issue. Happy Valley should <br />be informed of all this. <br /> <br /> Karl Geier, representing New Cities, brought to Council's attention the support of <br />this SummerHill project and the preannexation agreement to guarantee the bypass road. <br />New Cities would agree to have its PUD conditioned that it construct its portion of the <br />bypass road and contribute its share of infrastructure costs of Happy Valley, as long as a <br />suitable reimbursement agreement can be reached. New Cities would install its section of <br />the bypass road and infrastructure. <br /> <br />Ms. Michelotti was in favor of the preannexation agreement. <br /> <br /> Ms. Dennis suggested staff could renegotiate the preannexation agreement with a <br />time limit.
