(~i'C\ <br />O~", <br /> <br />~ <br />..... <br />00 <br />'~ <br />u <br />u <br /> <br />Report Re: proposed City Council Advisory Committee Re: Arroyo del Valle <br />Mr. Fales reviewed his report, dated November 13. 1969. and read the proposed <br />charges of the City Council Advisory Committee on Beautification and Stabilization <br />of the Arroyo del Valle. Mr. Fales reported that copies of both Mr. Bidstrup's <br />and People Limited's proposed charges for this committee have been forwarded to <br />the City Council for review. <br />Mr. Richard Bidstrup stated he concurred with the charges proposed by Mr. <br />Fales, excepting for the Item No.3, relating to researching the recreational <br />potential, which he would like to have deleted from the proposed charges. Mr.. <br />Bidstrup also stated that one of his main concerns was that of erosion contr.ol. <br />Mr. Fales indicated that Item No. 3 is included in the charges because there <br />is a considerable amount of doubt as to the amount of water, if any. will flow <br />in the creek from May to October each year. <br />Councilman Spiliotopoulos asked Mr. Hirst what the property owners along the <br />banks of the Arroyo del Valle, rights were. <br />Mr. Hirst stated that he would have to research this. <br />Mr. Charles Bubics. 4137 Walnut Drive, objected to the fact that the property <br />owners were not notified of any action planned to be taken in the creek and the <br />property owners resented this. <br />Councilman Spiliotopoulos explained that all the members of People Limited had <br />done was to clean up the debris in the creek and he felt that nothing but commenda- <br />tion should be given this group. <br />Mr. Bubics replied that the property owners do appreciate the work done but he <br />was concerned about this group being unaware of the fact that they were encroach- <br />ing upon the rights of the property owners. <br />Mr. Stanley Rathbone, 325 Ray Street, stated that he thought that any help <br />regarding the controlling of bank erosion should be requested by the property <br />owners. <br />Mr. Joe Caporusso, 4113 Walnut Drive, stated that he objected to children <br />climbing his banks and crossing on his property to get to the street. <br />Mayor Gerton suggested that a copy of the proposed charges as prepared by <br />Mr. Fales, be given to each property owner for their study and comments which will <br />be heard at a future Council meeting. This suggestion was accepted by the property <br />owners involved. <br /> <br />Mayor Gerton presented the members of People Limited with a commendation signed <br />by each member of the Council for their work in clearing the debris in the Arroyo <br />del Valle. <br /> <br />Mayor Gerton declared a recess at 10:15 P.M. <br /> <br />Mayor Garton reconvened the meeting at 10:25 P.M. <br /> <br />Matters for the Information of the Council <br />Mr. Fales reviewed a letter from Dr. Donald E. Watson, Chairman of the Clean <br />Air Coordinating Committee, which requested that the City Council take action <br />supporting this Committee. <br />It was moved by Councilman Reid and seconded by Councilman Spiliotopoulos that <br />Resolution No. 69-273. supporting the activities of the Clean Air Coordinating <br />Committee, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega. Reid. Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSEl-.1'!' : None <br /> <br />Mr. Fales read the memorandum from the Director of Public Works, dated November <br />12. 1969, which was in answer to Councilman Reid's request of November 10th, re- <br />garding some remedial steps to be taken to assure the safety of the children walk- <br />ing and bicycling on Sunol Boulevard. Mr. Campbell suggested that a six foot wide <br />gravel path with a seal-coat surface be constructed on the east side of S1.lnol Boule- <br />v~rd from the end of the sidewalk in Mission Park to Pico Avenue. He also sug- <br />gested that an asphalt curb be constructed around the curve. He estimated that the <br />cost of this project should be between $1,500 and $2.000. <br />It was moved by Councilman Beratlis and seconded by Councilman Reid that the <br />Director of Public Works obtain a precise cost quote for the construction of this <br />project. <br />The roll <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />call vote was as follows: <br />Councilmen Beratlis, Rega, Reid.
