<br />~ <br />..... <br />00 <br />'"":) <br />u <br />u <br /> <br />3 {j,,'l <br /> <br />Councilman Reid initiated discussion regarding the original intent of the sub- <br />division committee and the establishment of a Review Board which will be composed <br />of certain staff members, and the responsibilities of this board. Councilman Reid <br />recommended that more joint meetings between the City Council and Planning Commis- <br />sion should be held. Mayor Gerton concurred with this recommendation. <br />After continued discussion. it was moved by Councilman Reid and seconded by <br />Councilman Rega that Ordinance No. 587, amending Section 3.01 of Ordinance No. 358, <br />Subdivision Ordinance, to abolish the Subdivision Committee and transferring the <br />responsibilities to a Review Board composed of staff members. be introduced. <br />Councilman Spiliotopoulos requested that this be held over for one more week <br />to allow him time to consider all aspects of this change. <br />This request was agreeable to the Council and Councilman Rega withdrew his <br />second to the introduction of Ordinance No. 587, and Councilman Reid withdrew the <br />motion. <br />Mr. Fales was instructed to place this matter on the agenda again on November <br />24, 1969. <br /> <br />MATTERS CONTINUED FOR DECISION <br />Detailed City Council review of the Tentative Development plan for that property <br />described as Parcel 2-9 of Assessor's Map Book 946. Block 1101, containing 11.7 <br />acres~ more or less, and a portion of parcel 6. Assessor's Map Book 99-B, Block <br />3950. page 1, containing 9.1 acres. more or less, or more commonly known as that <br />property immediately south of Highway #580 and east of Tassa1ara Road. Pleasanton <br />(This is an amendment to the original P.U.D.) <br />Mr. Castro reviewed the report of the Planning Commission, dated November 6, <br />1969, which recommended approval of the amendment to the P.U.D., which involved <br />a townhouse concept, with the modification that Lot. 233 or that parcel requested <br />to be increased from the RM-2S00 to RM-2000, be retained in the RM-2500 District. <br />Mr. Castro also displayed and reviewed the map of this P.U.D. Considerable <br />discussion regarding the density involved in this P.U.D. ensued. <br />Mr. Oakes, the applicant, reviewed the original P.U.D. and his requested <br />amendment. He also displayed pictures of the townhouses he hoped to construct on <br />the subject parcel. <br />After considerable discussion on this matter, it was moved by Councilman Rega <br />and seconded by Mayor Gerton that Resolution No. 69-272, disapproving the Tenta- <br />tive Development plan as submitted by First Pleasanton Investors as approved by <br />the Planning Commission, and that to the entent that said disapproval constitutes <br />a modification in the Planning Commission's action, and the Tentative Development <br />Plan be referred back to the Planning Commission for further review, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega. Reid and Mayor Gerton <br />NOES: Councilman Spiliotopoulos <br />ABSENT: None <br /> <br />Councilman Spiliotopoulos stated that he was in agreement with the recommenda- <br />tions of the Planning Commission. <br /> <br />SPECIAL REPORTS <br />There were no Special Reports for this meeting. <br /> <br />REPORTS OF BClA.RDS AND COMMISSIONS <br />There were no reports of Boards and Commissions. <br /> <br />REPORTS OF THE CITY MANAGER <br />C. M. Reoort No. 99; Proposed New Business License Ordinance <br />Mr. Fales presented the Proposed New Business License Ordinance to the Council <br />for their review. <br />Mr. Fales called the Council's attention to the fact that the proposed or <br />possible "override" system on business licenses to be used for off-street parking, <br />is still under study. He emphasized that this possibility is not a part of this <br />proposed Business License Ordinance and. therefore, the consideration and adoption <br />should not depend upon the i'override" theory. Mr. Fales explained that the ulti- <br />mate financial success of the "override" theory, which will be explained in a <br />separate forthcoming report. will depend, in part, upon the adoption of the prin- <br />ciples involved in this new proposed Business License Ordinance. <br /> <br />2. <br />
