Report~ .Be: Volunteer Firemen Mr. Edgar presented his report dated September 4, 1975, regarding this matter, for the information of the Council. Councilmember McLain suggested that the time period for volunteer participa- tion be reviewed, and also that the make up of the Oral Board with respect to interviewing volunteer firefighters be reviewed with an eye to including a Veteran Volunteer Firefighter. Matters for the Information of the Council Mr. Edgar presented the draft report on Solid Waste Management Plan and stated that Council comments should be made by the first meeting in October regarding this report. REPORTS OF THE CITY ATTORNEY Report~ Re: SurveZ and Site Plan Ordinance Mr. Scheidig presented his report dated September 3, 1975, regarding this matter. It was moved by Councilmember McLain, and seconded by Councilmember Herlihy, that Ordinance No. 769, to be read by title only and waiving further reading thereof, amending in its entirety Article 3 (Survey and Site Plan with Applica- tion for Building Permit), Chapter 3 (Building Code), Title II (Zoning and Development), of the Ordinance Code of the City of Pleasanton, relating to survey and site plans, be introduced. The roll call vote was as follows: AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney NOES: None ABSENT: None COMMUNICATIONS Letter from C. Wo Blackburn Mr. Edgar presented his report dated September 2, 1975, regarding Mr. Black- burn's request for four sewer connection permits on Palomino Drive. Mr. C. W. Blackburn, 3890 Yosemite Court, presented background information on the lot in question, and his reasons for requesting the sewer connections. After discussion, it was moved by Councilmember LeClaire, and seconded by Councilmember McLain, to deny the request of C. W. Blackburn for four sewer connection permits for a four unit lot on Palomino Drive in Pleasanton. The roll call vote was as follows: AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney NOES: None ABSENT: None CITY COUNCIL COMMITTEE REPORTS Councilmember Herlihy stated that COVA's Secretary had contacted him re- garding Pleasanton's consent to place two items on COVA's agenda, as follows: (1) E1 Charro Road; and (2) Gravel Pits. Council concurred these items should be discussed by COVA. Councilmember LeClaire reports on Redevelopment Meeting by citizen groups, and stated that a statement would be read by CARD at the Chamber of Commerce meeting on September 9, 1975. Councilmember McLain asked if the Rock, Sand and Gravel Committee should discuss E1 Charro Road as well as Reclamation Plants. Council concurred these matters were appropriate for discussion at the Rock, Sand, and Gravel meeting. Mayor Kinney reported on the Mayors' Conference meeting of September 3, 1975, at which time the Solid Waste Management Plan was presented. Mayor Kinney advised he had been appointed by the Mayors' Conference to the San Francisco Bay Air Quality Maintenance Task Force. 9/8/75
