Councilmember Mercer stated he felt further study should be given to <br />possible alternatives to problem conditions in the area, and requested that <br />this item be continued. <br /> <br /> After considerable discussion, it was moved by Councilmember LeClaire, and <br />seconded by Councilmember Brandes, that Resolution No. 77-132, determining that <br />the Environmental Impact Report, including all the supplements, meets the re- <br />quirements of CEQA, State guidelines, and the Council reviewed and considered <br />the Environmental Impact Report prior to approval of the project; that recommended <br />numerous conditions to this proposal which are attached to the normal staff re- <br />port, and in addition to these conditions the following specific mitigation <br />measures: (1) That the residences be constructed to meetsthe PG&E Energy Con- <br />servation Home Standards; (2) That notice of the beginning of construction be <br />given to the residents living in homes on Del Valle Parkway one week in advance <br />of the start of earthmoving activities; and (3) That the haul route to the site <br />be approved by City staff and that a temporary haul road be used on site to <br />minimize construction traffic on Del Valle Parkway adjacent to existing resi- <br />dences on that street; that a finding of significant adverse impact be found as <br />detailed in the various impact sections of the Environmental Impact Report and <br />specifically as follows: (A) Loss of open space and agricultural land; (B) In- <br />cremental increases in air pollution, noise levels in the neighborhood, and <br />surface runoff upstream of a flood prone area; (C) Increased need for city <br />services, including sewage treatment capacity in the Sunol Sewage Treatment <br />Plant; (D) Despite the recommended level of energy usage mitigation measures, <br />energy usage will be substantial; and (E)'Construction stage impacts of noise, <br />air pollution, and inconvenience to those neighboring residents; that the <br />significant adverse impacts which cannot be mitigated by the conditions to the <br />project are outweighed by the provision of housing and jobs which will result <br />from the project - as more specifically set forth in the Statement of Overriding <br />Considerations; and that the boundaries of the area significantly affected by <br />those set forth on page 21, second paragraph of Volume II of the Environmental <br />Impact Report, Section VII "Boundaries of the Area Which May Be Significantly <br />Affected", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, and Mayor Philcox <br />NOES: Councilmember Mercer <br />ABSENT: None <br /> <br /> Councilmember Mercer expressed concern regarding the long range effect by <br />the decision of City Council on this application, and requested that the item <br />be continued sixty days for additional information and review before a decision <br />is reached. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded <br />by Councilmember Herlihy, that Ordinance No. 820, to be read by title only and <br />waiving further reading thereof, approving the development plan for Morrison <br />Homes, PLD-77-2, of a medium density residential planned unit development pro- <br />posed to be construction on a 23 acre parcel of land located on the south side <br />of the Del Valle Parkway immediately east of Hopyard Road, zoning for the pro- <br />perry is Planned Unit Development (Medium Density Residential), subject to <br />conditions as established by Planning Commission Resolution No. 1511,be intro- <br />duced. <br /> <br /> 5. 5/9/77 <br /> <br /> <br />
