369 <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />_ to continue this item for sixty days, and that the Mayor designate Councilmembers <br /> Mercer and Brandes to serve as liaison to Pleasanton Safe Street Association, <br /> the developer, and City staff to determine a plan that will provide safety on <br /> the proposed Del Valle Parkway, review alternative routes, and report back on <br /> cost figures. <br /> <br /> Councilmember LeClaire stated she felt this motion was out of order because <br /> the subT}ect had been studied so extensively already. <br /> <br /> Mr. Scheidig cited the provisions of the Subdivision Map Act which state that <br /> the Council must consider an appeal of a map within thirty days of its appeal and <br /> a decision must be made within ten days of close of the public hearing, and no <br /> further delay would be recommended without consent of subdivider. <br /> <br /> Mr. Dudley Frost, representing Morrison Homes, rejected any further contin- <br /> uance of this item. <br /> <br /> Councilmember Mercer withdrew his motion, and Councilmember Brandes withdrew <br /> his secondregarding continuance of this item. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Herlihy, <br /> that Resolution No. 77-184, denying the appeal of Pleasanton Safe Street Associa- <br /> tion to a decision of the Planning Commission approving Case TT 3359, a tentative <br /> tract map conforming to the development plan approved as PUD-77-2; the project, <br /> known as "Creeks Bend", would contain 65 single family lots and would be located <br /> on a roughly 23-acre parcel of land located between the Arroyo del Valle and the <br /> Del Valle Parkway just east of Hopyard Road, finding the project to be consistent <br /> with the General Plan and finding that the project will not cause any of the <br /> problems set forth in Government Code Section 66474, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Herlihy, LeClaire, and Mayor Philcox <br /> NOES: Councilmembers Brandes and Mercer <br /> ABSENT: None <br /> <br /> Mayor Philcox recessed the meeting at 9:25 P.M. <br /> ~yor Philcox reconvened the meeting at 9:35 P.M. <br /> <br /> REPORTS OF THE CITY MANAGER <br /> R.eport, Re: Comprehensive Insurance PoliCy for City <br /> Mr. Walker presented his report dated July 6, 1977, regarding this matter. <br /> <br /> Mr. Ben Fernandez, representing Cooper-McKenzie-[~rphy Insurance Company, <br /> further explained the general increases of the insurance program. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br /> Councilmember Brandes, that ~solution No. 77-185, approving the current renewal <br /> program at the limits described at an annual premium of $270,620.00; adopting a <br /> complete Loss Prevention Program in concert with Continental Insurance Company; <br /> and forming a small committee of Councilmembers to discuss with the writer the <br /> various optional methods of providing Liability protection for the City of <br /> Pleasanton; and increasing the 1977-78 Budget by $70,650.00, be adopted. <br /> <br /> 5. 7/11/77 <br /> <br /> <br />
