Mr. Jack Smith, Attorney representing Reynolds C. Johnson, stated this parcel is <br /> an ideal location for industrial development because of its location; it will be a <br /> good tax base; is under the City's Sphere Of Influence; and that annexation will <br /> allow the City to control the development. He stated that Reynolds C. Johnson is <br /> capable of substantial industrial development, and requests a favorable indication <br /> for annexation of this land to the City. <br /> <br /> Councilmember Wood reiterated his position that the City should not annex any <br /> more land until it can provide the necessary municipal services. <br /> <br /> Mayor Mercer stated this annexation is a logical extension of the City limits, <br /> is within the City's Sphere of Influence, and is an ideal location for industrial <br /> development because of its location on the outskirts of the City thus will not <br /> adversely impact traffic. Councilmember Kephart concurred. <br /> <br /> Councilmember Mohr stated she felt the City has its hands full without further <br /> industrial development, and she did not feel the City should annex this particularly <br /> large amount of land at this time. <br /> <br /> Councilmember Butler stated the City~s strength is measured in its commerdial <br /> and industrial base. He stated this piece of property presents a real asset and <br /> challenge to the City to develop in the best possible manner. <br /> <br /> It was moved by Councilmember Butler, and seconded by Mayor Mercer, that Resolu- <br />tion No. 81-284, indicating a favorable interest in proceeding with formal annexa- <br />tion of approximately 375 acres at the Intersection of E1 Charro Road and 1-580 <br />(Reynolds C. Johnson, County of Alameda, and Don Hunter), be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, and Mayor Mercer <br />NOES: Councilmembers Mohr and Wood <br />ABSENT: None <br /> <br />Heritage Days Parade and Bicycle Race <br /> Mr. Walker presented the report of the Assistant to the City Manager (SR 81:293) <br />dated August 20, 1981, regarding this matter. <br /> <br /> Ms. Debra Strong, Executive Manager of the Chamber of Commerce, stated that <br />conditions set forth in the staff report are acceptable. She stated that the <br />effected homeo~ners along the Bicycle Race route will be properly notified. She <br />requested that the City pay for City-related expenses incurred in connection with <br />the parade and race. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Butler, that <br />Resolution No. 81-285, approving the Heritage Days Parade and Bicycle Race subject <br />to conditions set forth by the police and fire ~partments in staff report 81:293, <br />and provision of adequate property damage and peSohal injury insurance; and amend- <br />ing the 1981-82 fiscal budget by approximately $1~107.00, to cover City costs re- <br />lated to this event, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> Mayor Mercer presented the Information Report of the Director of Public Works <br />(IR 81:23) dated August 18, 1981, transmitting the Minutes of the Staff Traffic <br />Committee Meeting of July 22, 1981. <br /> <br /> · 9. 8/25/81 <br /> <br /> . ,, <br /> <br /> <br />
