/ <br /> <br /> Councilmember Kephart requested that the Staff Traffic Committee investigate <br /> the traffic problems at the intersection of Valley and Mansen. <br /> <br /> Mayor Mercer presented the Information Report of the Director of Public Works <br /> (IR 81:24) regarding an amendment to the Prudential Grading Permit, which would <br /> allow a permanent crossing rather than a temporary crossing of the relocated Chabot/ <br /> Hewlitt Canal. The conditions of the original grading permit required such tempo- <br /> rary crossing. The crossing will become a part of Stoneridge Drive. Councilmember <br /> Butler stated that in connection with this, the City of Livermore has requested of <br /> LAVWMA that two crossings of the Livemore Interceptor Sewer Line be redone. <br /> <br /> Mayor Mercer recessed the meeting at 9:55 P.M. <br /> <br /> Mayor Mercer reconvened the meeting at 10:00 P.M. <br /> <br /> Discussion of RAP Committee Recommendations <br /> Mr. Walker stated that two joint meetings had been held between the City Council <br /> and the RAP Review Committee to study and consider the recommendations suggested by <br /> the Committee. <br /> <br /> Councilmember Kephart stated he felt the Residential Allocation Program should <br /> be dissolved and that sewer permits be issued on a first-come, first-serve basis. <br /> He stated that he felt RAP was tainted, and that a completely new method should be <br /> considered. <br /> <br /> Council discussed possible amendments to the Residential Allocation Program <br /> ordinance to handle the remaining phased projects under the existing RAP. <br /> <br /> The City Attorney outlined the procedure necessary for the elimination of the <br /> Residential Allocation Program ordinance, stating that the Zoning Ordinance and <br /> perhaps the General Plan would have to be amended to remove RAP, and the process <br /> would take two-three months. In the meantime, alternative procedures could be <br /> considered. <br /> <br /> Councilmember Butler stated that any alternative procedures would not affect <br /> the 2% growth rate and population guidelines. <br /> <br /> Council discussion ensued regarding the competitive aspect. <br /> <br /> Councilmember Mohr stated she did not feel RAP should be dissolved until an <br /> alternative method can be agreed upon for the allocation of sewer permits. Council- <br /> member Wood concurred. <br /> <br /> Mayor Mercer stated that RAP has been costly to the price of housing, and has <br /> slowed down the permit process. <br /> <br /> Councilmember Butler stated that the original purpose of RAP was to handle <br /> the major commitments to the settlement agreement, and the concerns about infilling <br /> and missing links; and that these needs no longer exist. <br /> <br /> After considerable discussion, it was moved by Councilmember Kephart, and <br /> seconded by Mayor Mercer, that Resolution No. 81-286,. directing staff to prepare <br /> the necessary ordinance changes.and documentation to dissolve the Residential <br /> Allocation Program, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Kephart, and Mayor Mercer <br /> NOES: Councilmembers Mohr and Wood <br /> ABSENT: None <br /> <br /> · 10. 8/25/81 <br /> <br /> <br />
