The City Attorney that the Residential Allocation Program would remain in effect <br />until all the necessary steps are taken to.dissolve it. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Implementation of Affordable H~using Competition <br /> Mr. Levine presented his proposed resolution relative to this matter. <br /> <br /> Council discussion ensued as to whether or not the resolution is necessary after <br />the dissolution of the Residential Allocation Program. <br /> <br /> Mr. Mike Harris, representing the Chamber of Commerce Task Force on Housing <br />Committee, requested that the resolution be adopted but delete the portions referring <br />to RAP, to be used as a guideline for developers. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Kephart, that Resolution No. 81-287, establishing an affordable housing <br />competition for the City of Pleasanton for 1981-82, amending the reference to the <br />Residential Allocation Program to read "any growth management limitation then in <br />existence", and to delete Section 4, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSEnt: None <br /> <br />Repqyt on Mortgage Revenue Bonds for Housing <br /> Mr. Walker presented his report (SR 81:291) dated August 19, 1981, regarding <br />this matter. <br /> <br /> Mr. Joe Madden, 3851 Vineyard Avenue, stated he is ready to commit to this <br />bonding and urged Council to approve this concept of financing. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by Council- <br />member Mohr, that Resolution No. 81-288, determining that the City Council make the <br />decision to issue AB 1355 Housing Bonds,; and authorize the City Manager to do the <br />following: (1) Interview and retain a qualified investment banking firm to work on <br />a contingency basis; (2) Interview and retain a qualified bond counsel to work on a <br />contingency basis; (3) Meet with local developers to determine their interest in the <br />housing bond issue including their estimate of mortgage loan demands; (4) Interview <br />and retain a feasibility consultant to determine the maximum income limits for the <br />program; and (5) Collect funds from local developers to pay for the feasibility <br />study, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Rood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />COMMUNICATIONS <br />Letter from East Bay Regional Park District <br /> Mayor Mercer presented a letter from the East Bay Regional Park District dated <br />August 14, 1981, responding to various concerns of the Council relative to the Water <br />Slide at Shadow Cliffs Park. The Mayor instructed that this letter be noted and <br />filed. <br /> <br /> Mr. Walker presented a letter from E. A. Davis, dated August 21, 1981, resigning <br />from the Housing Authority Board. Council instructed staff to proceed with the <br />necessary advertising to replace Mr. Davis on the Housing Authority Board. <br /> <br /> ' ll. 8/25/81 <br /> <br /> <br />
