213

from those who do not adhere to the 35 m.p.h. speed limit
which is now in effect.

"Having driven along Bernal Avenue, it has been noted that
all of the other homes which back up to Bernal already have
soundwalls. This raises a question to us. Why, since these
homes have been here the longest, have we been overlooked?
Certainly the same 'what's good for one is good for another'
rule applies here.

"Please make it bearable to continue to live and thrive in
our homes by approving an expeditious building of a soundwall
for our families. Thank you.".

Mayor Mercer instructed staff to investigate the heights and
cost of a soundwall for this area of Bernal Avenue, and report
back to Council on the matter.

PUBLIC HEARINGS
item 6a
PUD-89-1, Application of Far West Associates for development plan
approval to construct a 124-unit residential pro~ect and related
improvements to be located on an approximately 20 acre site
located easterly of the terminus of Stoneridge Drive. Zoning for
the property is PUD (Planned Unit Development)-Medium Density
Residential District

Consider Adoption of Negative Declaration
(Contd. from 4-18-89)
Mr. Swift presented his report (SR 89:182) dated April 18,
1989, regarding this matter.

Mayor Mercer declared the continued public hearing open on
the application and the negative declaration.

Mr. Lou Balducci, representing Far West Associates, stated
that the Planning Commission, City staff, and surrounding
neighbors approve of the proposed project. He stated he had
several meetings with the Mohr Park Homeowners Board and residents
of the Pleasanton Meadows area as well as people across the Arroyo
Mocho, and he has made adjustment to the project to alleviate the
concerns of the neighbors. He stated he concurs with the staff
report with the exception of three conditions to which he would
like to make minor changes. First, in deference to the neighbors,
he would like to make a modification to the site plan by moving a
two story unit to a one-story unit location and relocating a one-
story unit next to three other single-story units to give visual
relief to the neighbors across from the arroyo. He advised this
does not change the total number of units or the exterior of the
project; it changes some of the internal appearance and the change
would give the relief desired by the neighbors.

Mr. Balducci stated that if Council approves this
modification, he would like to include a statement in Condition

- 4 - 5-2-89
