He instructed staff to advertise for this vacancy, with <br />the deadline being June 2, 1989, to apply for this position. <br /> <br /> Mayor Mercer stated that the population count for the City of <br />Pleasanton is now over 50,000; the technical name is that the City <br />has become a City of Entitlement. He requested staff to prepare <br />to report setting forth what this means. <br /> <br /> Mayor Mercer requested Council concurrence to send a letter <br />to BART Board of Directors suggesting that BART review in its <br />current EIR the possibility of three stations in the Valley: one <br />at Hacienda instead of Stoneridge, one in Livermore, and one at <br />the base of the Altamont. Mayor Mercer felt that stations at <br />these locations would greatly reduce traffic congestion. Council <br />concurred. <br /> <br /> Mayor Mercer stated there is a shortfall of funds for Channel <br />30, the local TV station. He requested Council concurrence to <br />contact Viacom Cablevision to seek its assistance in funding this <br />program channel. Council concurred. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at <br />this meeting. <br /> <br />MATTERS CONTINUED FOR DECISION <br />item 10a <br />Adoption of Ordinance No. 1410, Establishing Chapter 18.21 <br />(Architectural Review Board) of the Municipal Code <br />(Intro. 3-21-89, 4-Ayes, 1-No) <br /> Mr. Swift presented his report (SR 89:206) dated May 2, 1989, <br />regarding this matter. <br /> <br /> Mayor Mercer stated he would like to see a three member board <br />with one alternate, state licensed, to review all designs that the <br />current Design Review Board considers, as well as all custom homes <br />and models for subdivisions. He stated this Board's decisions <br />would be appealable by the Planning Commission and City Council. <br />He stated he would like to the this design review board work in <br />work sessions with developers and City staff. <br /> <br /> Councilmember Mohr stated she felt interaction between this <br />board, the developers and City staff should be early in the <br />process, so that the developer would have input before final <br />planning. <br /> <br /> Councilmember Butler stated he would like to have two current <br />Planning Commissioners serve with the new board, which could be <br />advantageous and improve the Planning Commission. <br /> <br /> After further discussion, it was moved by Councilmember <br />Butler, and seconded by Councilmember Mohr, that Ordinance No. <br />1410 be re-introduced, amending Chapter 18.20 and 18.16 (if <br />necessary) of the Municipal Code with respect to a Design Review <br /> <br /> - 11 - 5-2-89 <br /> <br /> <br />
