' <br /> <br /> Mr. Tarver commented that if there will be workshops, he <br /> would like to see some public input before the sessions, even if <br /> this would take more time. <br /> <br /> Mr. Mercer inquired how long it would take staff to come up <br /> with the study requested by the Planning Commission. <br /> <br /> Mr. Swift replied that staff anticipates that the report <br /> would be ready for the Plannin~ Commission by the end of March. <br /> He explained that this report would contain unofficial guidelines <br /> and policy statements that the Commission could utilize to come up <br /> with something Council could approve. If the Commission's report <br /> will need a General Plan amendment, the format and process <br /> required for that would take another three to four months. <br /> <br /> Mr. Brandes stated that he did not have any problem with <br /> discussing both issues together. He pointed out, however, that <br /> Council will not necessarily adopt the Planning Commission report <br /> without any modification, or that at some point in the discussion, <br /> there would be reason to discuss the items or make decisions on <br /> them separately. He stated that he would like to know more about <br /> the ramifications of Hayward's deannexation of the Ridge and its <br /> building rights over the area, considering that it has issued <br /> building permits for some properties there. <br /> <br /> Mr. Mercer stated that he envisioned that the joint City <br /> Council-Planning Commission meeting would open with a public <br /> hearing session, followed by a joint City Council-Planning <br /> Commission work session on the West Pleasanton Annexation Study <br /> and the Foothill Road Study, as well as the Hayward deannexation <br /> if it directly impacts Pleasanton. He suggested that there be a <br /> second work session to summarize and finalize all discussions, and <br /> from there, continue as proposed by staff. <br /> <br /> After some discussion, it was agreed that the joint session <br /> would be held on Wednesday, April 4, 1990. <br /> <br /> Ms. Terry Spraggins, 7024 Corte de Oro, thanked the Council <br /> for considering Foothill Road and the Pleasanton Ridge annexation <br /> as one whole project. She requested Council to extend the comment <br /> period for the West Pleasanton EIR to give people more time to <br /> study the document. <br /> <br /> Mr. Mercer replied that a similar request was made to Council <br /> at the last meeting, and Council agreed that the process has been <br /> underway for a while and it would be too expensive to postpone it. <br /> He indicated that a public hearing would be held on the matter, <br /> and all concerns would be addressed then. <br /> <br /> -18- <br /> 2-20-90 <br /> <br /> <br />
