REPORTS OF THE CITY MANAGER <br /> Item 12a <br /> Establishment of a City-Wide Recyclinq Proqram <br /> <br /> Ms. Acosta presented her report (SR 90:416) regarding the <br /> matter. <br /> <br /> Fir. Butler expressed concern that while the City-wide <br /> recycling program was the right approach, it may give people the <br /> wrong impression that the City is not really interested in <br /> recycling because it encourages residents to throw everything into <br /> the trash and leaves the rest of the work to a garbage company. He <br /> suggested that the City provide some kind of incentive to residents <br /> to do their own recycling to get the message across that recycling <br /> is important. <br /> <br /> Mr. Tarvet agreed with Mr. Butler's comments. He stated that <br /> the recycling concept includes an educational program which <br /> encourages the reduction of those things that cannot be recycled <br /> out of the waste stream. He indicated that he would support any <br /> ordinance that would promote the use of paper instead of plastic. <br /> <br /> Ms. Mohr added that another means would be to create a demand <br /> for products made from recycled materials. <br /> <br /> Mr. Mercer stated that the City has $30,000 to initiate a <br /> recycling incentive program. He commented that recycling starts <br /> with children and that it should be taught in schools. <br /> <br /> Mr. Butler commented that he had received several calls from <br /> residents who already recycle and who are opposed to having <br /> 90-gallon trash containers. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Butler, that <br /> Resolution No. 90-198 be adopted, approving the agreement with <br /> Pleasanton Garbage Service for a City-wide Recycling Program. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 10-16-90 <br /> - 24 - <br /> <br /> <br />
