He added that density <br /> seemed to be the issue and that the only difference was in the <br /> project's design. <br /> <br /> Mr. Tarver stated that the project was caught in a transition <br /> and that the project's contribution should be applied to the fees <br /> established by the proposed ordinance. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Mercer, that <br /> the $100,000 affordable housing fee contribution to be made by the <br /> Bren Company be credited towards the proposed lower-income housing <br /> fee. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Brandes stated that the proposed Housing Element was <br /> inappropriate and is social engineering. He added that the housing <br /> needs could be met by the private sector without requiring the <br /> fees. He said that he did not approve of that portion of the <br /> Housing Element which indicated that people outside Pleasanton can <br /> decide the City's housing policy. <br /> <br /> It was moved by Mr. Tarver, and seconded by Mr. Butler, that <br /> Resolution No. 90-196 be adopted, approving GP-90-4, the <br /> application of the City of Pleasanton to revise the Housing Element <br /> of the General Plan to include new low-income housing fees, <br /> regional housing share allocations, and other policy and program <br /> revisions, subject to the previous revisions as discussed above. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br /> NOES: Councilmember Brandes <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, that <br /> Ordinance No. 1488 be introduced, to be read by title only and <br /> waiving further reading thereof, approving the lower-income housing <br /> fee, as amended by previous motions. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br /> NOES: Councilmember Brandes <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Brandes indicated that the fee on industrial-commercial- <br /> office development is self-destructive and is an extra charge on a <br /> <br /> 10-16-90 <br /> - 22 - <br /> <br /> <br />
