She explained that a line was added that <br /> allows part of the fund to be spent on moderate-housing at the <br /> Council's discretion. <br /> <br /> It was moved by Mr. Brandes that it be understood that the <br /> fees established under the Housing Element of the General Plan and <br /> the Lower-Income Housing Fee include both lower- and moderate- <br /> income housing units. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mr. Butler requested a clarification on the relationship <br /> between the existing and the proposed housing fee. <br /> <br /> Ms. Acosta explained that the City currently has a low-income <br /> housing fee that can be used only for lower- or low-income <br /> projects.
