He suggested that the ordinance include the <br /> flexibility for Council options and that developers be allowed as <br /> many options as possible in providing low-income housing, whether <br /> it be financing, property, or fee contribution. <br /> <br /> Mr. Brandes proposed that Program 7.13 and Program 8.3 be <br /> amended to clarify that a project would be required either to pay <br /> a fixed fee or to provide in lieu housing or in lieu financing <br /> assistance or in lieu transfer credits or any other mechanism that <br /> may be deemed appropriate by the City Council with regard to the <br /> acquisition of low-cost housing, and that projects with existing <br /> High Density Residential zoning be subject to the same provisions <br /> as another project that would require a higher density zoning <br /> change. <br /> <br /> Mr. Butler concurred. <br /> <br /> Mr. Swift commented that the best way to accomplish that would <br /> be to delete Program 7.13 and Program 8.3. <br /> <br /> Mr. Tarver commented that increasing densities is a <br /> development bonus and that this change should provide low-income <br /> units or additional contributions. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Butler, that <br /> Program 7.13 and Program 8.3. be deleted from the proposed Housing <br /> Element of the General Plan. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br /> NOES: Councilmember Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> It was moved by Mr. Brandes that the index that specifically <br /> applies to the cost of construction, as mentioned by Mr. Owens, be <br /> used as the fee escalator index. <br /> <br /> The motion failed for lack of a second. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Tarver, that the <br /> CPI be used as the fee escalator index. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br /> NOES: Councilmember Brandes <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Brandes suggested that a provision be added that the fee <br /> credit of $5,000 per unit be reviewed annually on the basis of its <br /> effectiveness. <br /> <br /> 10-16-90 <br /> - 20 - <br /> <br /> <br />
