123 12. Reports of the City Manager Item 12a Accept 1990-91 Financial Report. (SR91:448) Mayor Mercer commented that the report was excellent. It was moved by Mr. Butler, and seconded by Ms. Mohr, that Resolution No. 91-194 be adopted (1) to approve the budget carryover detailed in Appendix D of the Staff Report, (2) to establish the Specially Designated Reserves as detailed in Appendix B of the Staff Report, (3) to fully appropriate all balances to contingency reserves designated for existing and future, known and unknown, obligations, (4) to authorize the Director of Finance to disburse up to $1,000,000 towards progress payments on the Harvest Park Gym, from either the General Fund Reserve or from 1991 proceeds, as appropriate, and (5) to amend the 1990-91 Sewer Maintenance and Operating Budget to reflect actual results as shown in Appendix C of the Staff Report. The roll call vote was as follows: AYES: Councilmembers Butler, Mohr,.Scribner, Tarver and Mayor Mercer NOES: None ABSENT: None ABSTAIN: None Item 12b Alameda County Hazardous Waste Manaqement Plan (SR91:473) Mayor Mercer asked staff to get a copy of Berkeley's Ordinance, that does not allow a hazardous waste facility in its community. If one city is going to do that, then all cities in Alameda County should do it. Ms. Acosta replied that staff does have a copy of that ordinance and as suggested in the staff report, it would bring that back to Council along with the County plan at a later time. Mr. Tarver indicated Council should take a position on what the City of Pleasanton should do in terms of the proposed hazardous waste sites, not just do what Berkeley did. Ms. Mohr commented that the County is working hard to get a plan put together, that it has to make certain findings and banning facilities is not going to create a plan that the State is going to accept. 11/19/91 15
