124 <br /> <br /> Item 12c <br /> Consideration of Proposed Alameda County Abandoned Vehicle <br /> Abatement Authority. <br /> (SR91:477) <br /> <br /> Mr. Tarver believes there is a reason for us to participate in <br /> a county wide program, even though the numbers don't come out in <br /> our favor. <br /> <br /> Ms. Acosta clarified that the argument for approval of this <br /> program would be that abandoned vehicles are a county wide <br /> responsibility. The argument would be that the money collected <br /> county wide would be spent on vehicle abatement county wide, but it <br /> just may not be in the jurisdiction where the funds are generated. <br /> The economic arguments, however, cause staff to recommend against <br /> the program at this time. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Butler, that <br /> Resolution No. 91-195 be adopted, that Council not support <br /> formation of the Abandoned Vehicle Abatement Authority. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br /> NOES: Councilmember Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 12d <br /> Council Policy reqardinq delivery of Aqenda Material <br /> (SR91:474) <br /> <br /> Mayor Mercer agreed that the agenda should be delivered by <br /> Friday night but questioned the 13 day advance notice to be on the <br /> agenda. <br /> <br /> Ms. Acosta clarified that what's being suggested is that the <br /> cut off date for new items would be 13 days before a Council <br /> Meeting date. She indicated it would be easier for staff if <br /> Council set an absolute deadline. <br /> <br /> It was moved by Mayor Mercer, and seconded by Ms. Scribner <br /> that Council adopt Resolution No. 91-196, regarding delivery of <br /> agenda material to Council. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 11/19/91 <br /> 16 <br /> <br /> <br />
