Initially when ACTEB was dissolved, because of <br /> Berkeley's withdrawing from it, the County was designated as the <br /> recipient of the federal funds to keep the program running. The <br /> cities indicated they would probably be able to support that if the <br /> County kept the cities involved in a decision making capacity. The <br /> county did not indicate a willingness or interest initially, so <br /> most of the cities in the County formed its own consortium. <br /> Subsequent to that, the cities received an indication from the <br /> County that it was willing to create a place for the cities in the <br /> decision making process. On that basis the County has asked the <br /> cities to withdraw the request to receive federal funds. It is a <br /> workable plan and with some reluctance Ms. Mohr voted with the <br /> majority of the cities to move forward with the County plan. Ms. <br /> Mohr indicated this looks like the most reasonable course of action <br /> available to the City under the circumstances and she requested <br /> that the Council support it. <br /> <br /> Mayor Mercer agreed and indicated the important thing in this <br /> downturn in the economy for us to be training people and coming up <br /> with programs to re-train people to get them back into the economy. <br /> <br /> Mr. Tarver reported that the East Bay League of California <br /> Cities supports the concept. <br /> <br /> 10.
