121 <br /> <br />pay for the improvements rather than the downtown property owners. <br /> <br /> It was moved by Ms. Scribner, and seconded by Mr. Butler to <br />approve additional funding of $15,000 for design of potential <br />downtown improvements. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 8c <br />Planninq CommissiOn Meetinq <br /> <br /> Mayor Mercer stated that it is bad government for the Planning <br />Commission to be meeting until 3:30 a.m. Very few people are going <br />to wait until 3:30 a.m. to hear Planning Commissioners discuss <br />issues and make decisions. <br /> <br /> Ms. Acosta asked if Council would like staff to draft a letter <br />to the Commission from the Mayor and Councilmembers addressing this <br />issue. Mayor Mercer said yes. <br /> <br /> Mr. Tarver stated that he attended that meeting and at 1:30 <br />a.m., the Commission had just finished one of the large public <br />hearings. There was tremendous pressure from the others who were <br />on the agenda to have their items heard. <br /> <br />Item 8d <br />Compostinq <br /> <br /> Mayor Mercer asked staff to prepare an update on composting <br />and the educational program for recycling to be presented at the <br />second meeting in January. <br /> <br />Item 8e <br />Downtown Plan <br /> <br /> Mayor Mercer wanted to be sure Unreinforced Masonry (URM) <br />requirements were being considered in conjunction with the downtown <br />plan. Ms. Scribner confirmed that the Downtown Task Force was <br />working on that and looking at incentives and ways of helping.
