Mr. Schnugg responded that the original condition on the
initial PUD was that only three slots would be made available for
tenants. In six years there have been a number of tenants who
wished to have signs which have been denied. The idea now is that
signage is needed for a new entity and a new Center which was not
contemplated at the time that this sign was put up. He agrees with
Mr. Tarver that if they could come up with a way to name the Rose
Pavillion on the sign it would be helpful, but that is how the site
developed and they are now trying to do something after the fact.
However, it remains that these two new operations do a lot to
upgrade the tenant base they now have. It would be beneficial for
all involved - the City, Spieker Partners, the tenants in the
shopping center, Ethan Allen and Galaxy 8 - to add the additional
tenant signs.

Mr. Tom Osborne, owner of the Ethan Allen Gallery in the Rose
Pavillion, felt that even though the store does a great deal of
advertising by other methods, adding the store's name to the
existing pylon sign would have a tremendous impact on their
business. It would reinforce their presence in the center and
bring a new dimension to what is not on the sign now. He stated
that by putting the sign up, other people will be reached who would
not be inclined otherwise to stop by the Rose Pavillion.

Ms. Mohr asked how the Rose Pavillion is used as an
identification in their advertising, by using the name or the
symbol of the rose.

Mr. Osborne indicated that in the mailers and the yellow pages
he uses the actual name as way of identification.

Mr. Chris Owens supports the granting of this application for
a couple of reasons. Pleasanton has approved a fair amount of
retail stores over the last several years some of which have not
done too well. Signage has been an issue since he's been involved
in land use and consulting since 1979. He realizes the freeway is
a very sensitive area, however, here is a situation where a sign is
already in place and there is room on the panel which could be used
to draw attention to a national firm which would draw people off
the freeway into this shopping center. Since the sign is there why
not make it effective.

Mr. Dale Davison, 4200 Rosewood Drive with Cinema-Cal
Enterprises, the tenant of the Galaxy 8 Cinemas, stated that by
having their name on the sign it would further increase and educate
people to their location, especially out of town traffic which
would not be familiar with the fact that there is a theater there.

There being no further testimony, Mr. Mercer declared the
public hearing closed

10-15-91 12
