74 <br /> <br /> Chris Owens, 4309 Hacienda Drive, representing the Prudential <br /> Property Company, had nothing further to add to the Staff Report <br /> but would answer any questions regarding the application. <br /> <br /> Mr. Butler expressed his concern that there would be no <br /> further review of parking requirements on a building by building <br /> basis. <br /> <br /> Mr. Owens responded that the revised conditions would require <br /> additional study only in an instance where a building came in which <br /> the director of planning thought had a use which would require a <br /> separate parking study to determine if this three per thousand <br /> would be adequate. If such a use required it, then, of course, <br /> more parking would be added. Prudential supports this and has no <br /> desire to be underparked or overparked. The applicant has tried to <br /> come to a balance that is conservative enough but gives the benefit <br /> of providing adequate parking where needed. <br /> <br /> Ms. Mohr asked if Prudential had looked into the issue of the <br /> overflow parking which may result from the construction of the <br /> future BART station. <br /> <br /> Mr. Owens responded that Prudential has no specific plan at <br /> this time, however, increasing the security staff at Hacienda and <br /> if necessary issuing parking tickets to BART riders who park on <br /> adjacent land, would be options. The current BART plans, if they <br /> are carried through, will actually result in 15 acres of land being <br /> purchased from Prudential on the south side of the freeway for BART <br /> parking. <br /> <br /> Helen Sullivan, 3961 Olma Court in Pleasanton, cited an <br /> example of a business located on Franklin Drive where there are <br /> inadequate spaces forcing parking on the street. Now, with some of <br /> the Hacienda Business Park buildings empty, there is ample parking. <br /> However, if this were to change, her concern is that the overflow <br /> would end up on the public streets. <br /> <br /> Mayor Mercer replied that the situation involving the business <br /> located on Franklin Drive was approved long before the Hacienda <br /> Business Park was approved and the same regulations for parking <br /> ratio were not in effect. He assured Ms. Sullivan that any use <br /> going into the Hacienda Business Park would be reviewed to make <br /> sure an adequate parking ratio is in effect for the intended use. <br /> <br /> Mr. Owens remarked that existing development would be able to <br /> remove "excess" parking spaces and replace the hardscape area with <br /> landscaping, however, given the cost of this replacement he does <br /> not believe that this will occur <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> 10-15-91 10 <br /> <br /> <br />
