Mayor Mercer commented on Mr. Tarver's earlier statement. The
Ridgelands Committee was accused of being stacked and beared and
Council decided the best way to handle the San Francisco Property
would be to create a Steering Committee.

Mr. Tarver stated that the composition of the Steering
Committee in terms of balance is what he was concerned with. He
suggested that citizens at large serve, including the people that
were interviewed and others who are interested in participating.
Mr. Tarver believed that Council and the Commissions would have
plent of opportunity to review the plan in the property.

Ms. Mohr asked if the Committee which was being appointed
could be used as a Steering Committee to get the General Plan
review started. She thought that this would be a good group of
people for this job. She understood that those currently on the
Steering Committee would need to be asked if they would be willing
to serve as the Committee for the General Plan process as well.
Ms. Mohr also felt that the capability of staff to deal with the
work load would be improved.

Mayor Mercer indicated that staff had already began working on
the General Plan. He believed that the people who applied for the
San Francisco Property Steering Committee did not apply for a
General Plan Review Committee.

Ms. Acosta stated that the report indicated that staff could
work on the General Plan and the San Francisco Specific Plan
project at the same time. She stated that staff would work on the
Plans together if Council wished it to do so.

Ms. Mohr asked if there was staff time to complete a five
month study on San Francisco Plan.

Ms. Acosta stated that staff was suggesting that the South
Pleasanton Plan and the Pleasanton Ridge be delayed until the
General Plan and San Francisco Plan were complete. Unless the
other projects were paid for entirely by the applicants the
projects would have to wait. She said that the timing of the
projects was for Council's discussion. The General Plan Study
could take from 9 to 12 months.

Ms. Scribner felt that the General Plan should be completed
first because it should be known if there are to be any changes
before specifically planning a project.

There was discussion by Council regarding the timing of the
various plans.

6/~/9~ ~0
