review the capital improvement program and incorporate that landscaping project in
conjunction with this project, probably 2000/2001. Sufficient funds would need to be
available for it. The traffic division is reviewing signalization of Foothill Road at the
high school as well as Muirwood South, to see what would happen at the intersection.

Ms. Michelotti indicated Foothill is not improved all the way, especially in front
of the high school and wondered if this were not premature.

Mr. Swift said the width of Foothill Road in front of the high school is enough to
confirm to the interim plan until it gets close to Muirwood Drive South. In front of the
high school, where the driveways are located, there is sufficient existing pavement to
build the street that was in the interim plan. Only six inches of widening on the west side
would be necessary. The median could be incorporated with the existing pavement width
to make it work. He reviewed the proposed street plans for in front of the high school.

Ms. Ayala felt the it was appropriate to do all the improvements at one time as
this project develops. She would like to have the motion amended to include
improvements to Foothill Road between Foothill High School and Muirwood Drive
South, to be paid for by the City and/or School District.

Mr. Swift suggested making that a separate motion to make it easier to track and
to incorporate these proposed improvements in the next Capital Improvement Program
budget review in June 2000.

Ms. Dennis wanted to include encouraging undergrounding of the power lines.

Ms. Michelotti agreed to the amendment. She then asked if the design of these
homes would go back to the Planning Commission. There was no objection from the
Council to that provision.

It was moved by Ms. Michelotti, seconded by Ms. Dennis, to introduce
Ordinance No. 1790, to be read by title only and waiving further reading thereof,
approving the application of Mardel LLC/Lemoine for PUD development plan
approval for 12 new residential lots, one existing residential lot with an existing
second unit, and open space located at 4456 Foothill Road, as filed under Case PUD-
99-01 with the additional provision that the developer be encouraged to
underground the utilities.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, and Michelotti
NOES: Councilmember Pico
ABSENT: Mayor Tarver
ABSTAIN: None

It was moved by Ms. Michelotti, seconded by Ms. Dennis, to pursue
improvements to Foothill Road in the next CIP budget.

35 09/20/99
Pleasanton City Council
Minutes
