The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Dennis, Michelotti, and Pico <br />NOES: None <br />ABSENT: Mayor Tarver <br />ABSTAIN: None <br /> <br />Item 6f <br />Report regarding settlement of pending litigation concerning Altamont Landfill. <br />(SR:99:282) <br /> <br /> Mark Weinberger, attorney for the City of Pleasanton, presented the staff report. <br /> <br /> John Toman, 4222 Bevilacqua Court, expressed his concem about the <br />environment and the expansion of the Altamont landfill. He cited dangers from methane <br />and CO2 emitted from landfills and the pollution from chemical leachates. He believed <br />the liners used would be affected by household garbage and would eventually leak.. He <br />was also opposed to putting organic materials in landfills. He believed this is energy that <br />can be recovered by suitable technology. He retired from the Lawrence Livermore <br />Laboratory to take over a company that has a patented process for converting organic <br />materials into energy. He has described his company to Supervisor Haggerty and to the <br />Alameda County Waste Management Authority but has had no response on his proposal <br />for a public/private demonstration project. He wanted acknowledgement that this was an <br />acceptable technology from an environmental standpoint. He did receive a document that <br />indicated that incineration is not allowed in Alameda County. His process is not <br />incineration and does not produce ash or dioxins. He then described the process. He <br />wanted people to know there is an alternative to take care of the organic materials going <br />into the landfill. <br /> <br /> Chris Gray, representing Supervisor Scott Haggerty, indicated this has been an <br />issue that has taken a lot of work and has gotten a lot of press coverage. He specifically <br />acknowledged the hard work of Donna Cabanne. He read a letter from Supervisor <br />Haggerty, which urged approval of the settlement agreement. <br /> <br /> Rich Thompson, 7635 Maywood Drive, representing Waste Management and <br />project manager for the expansion. He indicated he was here to answer any technical <br />questions Council may have and to respond to any concerns of speakers. <br /> <br /> Ms. Ayala referred to tracking of the garbage by truck, trucker, and load content <br />and asked if this was being done. <br /> <br /> Mr. Thompson said it was being done now. Every load that is not municipal solid <br />waste is tracked to be certain they know who the generator of the waste is, what the <br />material is and in some instances they require full analytical data on the waste.
