the Park District and the number of new trees to be planted. There is a problem with <br />water, but the State of California is encouraging tree planting, so she is not concerned. <br />She had no objections to this development. <br /> <br /> Sean Lemoine indicated he did not think one of the previous speakers had actually <br />read the report and was making inflammatory statements based on hearsay. There is a <br />bluff on either side of the project to the north and south and the project can only be seen <br />for five or ten seconds when driving on Foothill at 45 mph. It is not visible from the <br />valley floor because most of the property is steep and unbuildable. There will not be any <br />homes visible. When his family moved here, the valley had a lot of pastures and if <br />anyone' s view has deteriorated, it has been that of his family. A lot of development has <br />occurred and if they had the attitude of some people, there would be nothing built in <br />Pleasanton. This project keeps the homes out of view of people. The trees to be planted <br />are drought tolerant indigenous oaks and will not use much water. <br /> <br /> There being no further speakers, the public hearing was closed. <br /> <br /> Ms. Michelotti indicated she is well aware of this area and the Foothill Overlay <br />District. The project is well-sited, well done, and she liked the fact that there are only 12 <br />homes instead of 18 and that it is well below the midpoint. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to adopt <br />Resolution No. 99-122, approving a Negative Declaration for the application of <br />Mardel LLC/Lemoine, Case PUD-99-01. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, and Michelotti <br />NOES: Councilmember Pico <br />ABSENT: Mayor Tarvet <br />ABSTAIN: None <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to introduce <br />Ordinance No. 1790, to be read by title only and waiving further reading thereof, <br />approving the application of Mardel LLC/Lemoine for PUD development plan <br />approval for 12 new residential lots, one existing residential lot with an existing <br />second unit, and open space located at 4456 Foothill Road, as filed under Case PUD- <br />99-01. <br /> <br /> Ms. Ayala referred to the condition regarding landscape of the median on Foothill <br />Road between the high school and Muirwood Drive south with the City and/or School <br />District to reimburse the applicant. She hoped that work on the median could improve <br />the traffic flow and safety in front of the high school and asked for staffs <br />recommendation. <br /> <br /> Mr. Swift said the question is whether the city wants to pay for the improvements, <br />whether through a city contract or by a developer at the city's cost.
