Mr. Tarver asked if there were to be any discussions of preannexation policies or other <br />issues set forth in the letter from the Hanson Properties West, such as bringing the service <br />facilities up to City standards, etc. <br /> <br /> Mr. Swift stated that at this point, the General Plan amendment is only for the 45 acres. <br />If the annexation request is for the full 108 acres, the balance of acreage would have to be <br />prezoned in compliance with the existing General Plan, i.e. sand and gravel harvesting. Staff <br />has suggested to Kaiser that it consider annexing all its property, including the area currently <br />being mined, which would include all of El Charro Road, thereby allowing it to be treated by <br />one jurisdiction rather than a portion in the County and a portion in the City. The Steering <br />Committee has recommended proceeding only with regard to the 45 acres. The balance of the <br />property is recommended to be a combination industrial and/or community park facility with the <br />final determination to be all industrial or include a park to be made at a later date after the EIR <br />is prepared. <br /> <br /> It was moved by Ms. Dennis, seconded by Ms. Michelotti, to direct staff to process the <br />General Plan Amendment for a 45-acre parcel located on the north side of Busch Road easterly <br />of the City's Operations Service Center and to complete those steps to prezone and annex the <br />property. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, and Mayor Tarver <br />NOES: Councihnember Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 7k <br />Tri-Va!iey Transportation/Action Plan (SR95:56) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Mr. Tarver reiterated his prior comments about levels of service and the length of time <br />at those levels.
