Mr. Swift indicated the Steering Committee can be requested to review any items and if
it chose, it could refer those items to a subcommittee.

Mr. Tarver requested another step to be added to the flow chart between "staff prepares
draft general plan update" and "consultant prepares draft EIR" and that step would have the
proposed update to come back to the General Plan Committee for its final consideration.

Mr. Swift believed that option is there now and depends on how much comment is
forthcoming from the Planning Commission and the Council. The same process will happen
after the review of the final EIR.

Mr. Tarver suggested television coverage be given to the presentation of the General Plan
Committee findings to both Planning Commission and the City Council, in addition to the
presentation of the draft EIR. He would also like coverage of the general assembly meeting.

Ms. Acosta indicated that Mr. Rasmussen believed the assembly meetings are not
conducive to television coverage because those meetings may be broken into subgroups and that
is difficult to cover when several things are going on at once.

Mr. Tarver assumed that the General Plan presentation to the Council will be in the form
of a workshop and that should be broadcast.

The final consensus was that there will be three televised meetings, in addition to the
regular Council meeting.

Item 7j
Request to process a General Plan amendment for a 45-acre site on Busch Road owned by
Kaiser Sand and Gravel, independent from the General Plan update process. (SR95:63)

Brian Swift presented the staff report.

Ms. Mohr asked if the requirement to improve E1 Charro Road would apply to that
property.

Mr. Swift indicated the issue of how much of El Charro would be improved would be
decided when there is a development plan for the site. Staff has been advising Kaiser that it
recommends E1 Charro as the only access for any truck or commercial traffic in that area.

Mr. Mohr wanted to be sure the Valley Avenue residents would not be subjected to truck
traffic behind their homes.

02/21/95
- 25 -
