She had understood that before final recommendations are made that
there would be a joint workshop with the Planning Commission and Steering Committee.

Ms. Swift explained there are no joint sessions planned. It was determined early on that
the Planning Commission preferred addressing the issue without the influence of the Council.

Ms. Michelotti asked if there were to be any preliminary discussions with the Steering
Committee prior to Council receiving the final recommendations?

Mr. Swift indicated Council will receive the final recommendations as a regular agenda
item and a presentation will be made. The City Council would then review those
recommendations and indicate to staff any recommendations or alternatives that it would like
included in the draft EIR, which happens parallel with the Planning Commission actions.

Ms. Mohr asked what happens if Council determines that something is missing and needs
to be sent back for more analysis?

02/21/95
- 24 -
