General Plan and what the City can sustain without growth at buildout. Mr. Tarver supported <br />an assessment district in a wide area to reduce individual costs. He supported a workshop to <br />allow the Chamber, the public and businesses to participate in the discussion. Mr. Tarver <br />recommended a Council subcommittee be formed after the workshop to continue negotiations. <br /> <br /> There was a break at 9:20 p.m. <br /> <br /> The meeting was reconvened at 9:28 p.m. <br /> <br />Item 7b <br />Review of Growth Management Allocations (SR95:66) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Mr. Tarver questioned the allocations for custom lots. He cited the Ruby Hill allocations <br />of 150 units which are primarily custom lots. It is not likely those units will be built in 1995. <br />Staff projects thirty more units, which is 180 units for Ruby Hill. <br /> <br /> Mr. Swift indicated the 150 units in 1995 allows Ruby Hill to complete public <br />improvements and sell those lots to potential buyers in 1995 with the promise to those buyers <br />that they can take out building permits in 1995 or any future year. <br /> <br /> Mr. Tarver was concerned that the custom lots that are being accumulated in Ruby Hill <br />will create a fairly substantial number of units that will be built beyond the years in which they <br />are allocated. Mr. Tarver believed there was double counting. He thinks the allocation process <br />is to get an accurate assessment of when units will be built. If staff does not believe the custom <br />lots will be built, staff should not add 30 units for Ruby Hill in 1995. <br /> <br /> Mr. Swift explained that the ordinance requires staff to make estimates by certain <br />categories and gives Council the ability to allocate as it sees fit, if the units are within the <br />required parameters. Staff has estimated building permit applications. <br /> <br /> Mr. Tarver referred to the agreement that Signature, due to its large number of <br />allocations, will not pull building permits if the number of permits exceed 750 units in 1995. <br />Staff is recommending moving 18 units to 1995; will that negate that agreement? <br /> <br /> Mr. Swift indicated the agreement will apply. At the time the agreement was made, <br />there were 778 units estimated for 1995. The 782 proposed is only four units more and does <br />not expose Signature to any greater risk to curtail its building activity. <br /> <br /> Mr. Pico, speaking as a member of the committee, indicated he could accept the 782 <br />units and allow staff to have some flexibility, so long as the 782 units wasn't exceeded. <br /> <br />02/21/95 <br /> - 10- <br /> <br /> <br />
