He urged forming a partnership among the City, the residents, <br />and business community to make Pleasanton a better place to live, work and do business. <br />Consideration should also be given to the cost of operating the facilities. There should be an <br />even sharing of the financial burden. <br /> <br /> He asked why the private sector can build parks for less money than the City can. He <br />requested input from Signature Properties. He questioned the percentage of residents who work <br />in the business park as stated in the study. He further questioned the valuation of the land which <br />Prudential wants to sell to the City and felt it could be an over-stated amount. The General Plan <br />review process provides a lot of information and indicates that potential development could be <br />precluded on portions of the business park because of the changes in use and possible elimination <br />of the West Las Positas interchange. He was in favor of exploring all the options, including <br />business and residential assessment districts. Mr. Pico wanted to find some way to build the <br />facilities and pay for them using other means than continued residential development. <br /> <br /> Ms. Michelotti believes the study is a good starting place, taking into account the future <br />needs of the community, but she wanted to stay focused on the facilities addressed in the study <br />and not open discussion to additional needs. There is a facilities plan that already addresses that. <br />The swim complex is addressed in the study. She supported a workshop to further review the <br />staff equations, although she was comfortable with staff's calculations. Her objective in <br />reviewing this subject is to make it as fair as possible to all parties. She believed there is a <br />delicate balance. She was open to consideration of an assessment district. If there is a shortfall <br />of funds for purchasing property, she encouraged going to the community for alternative funding <br />mechanisms. <br /> <br /> Ms. Dennis believed acquisition of the land is the most critical to long term planning and <br />strongly supported acquiring 33 acres. She was in favor of developing the park land for the <br />benefit of the business community as well as the residents. She favored an assessment district, <br />but did not want it expanded unless it would decrease the burden to the individual contributors. <br /> <br /> Ms. Mohr agreed the discussion should be focused. The City cannot possibly meet all <br />needs for all people. She supported getting maximum acreage and worry about developing it <br />over time. Many sports groups have helped in building fields and suggested that the "ultimate" <br />development may not be necessary for adequate use. She referred to the time limits for <br />acquiring the property and indicated a workshop would have to occur soon. <br /> <br /> Mr. Tarver was strongly in favor of cooperation to accomplish this project. He is aware <br />of concerns about too many assessments keeping businesses from locating here. He agreed there <br />should be further negotiation regarding the land valuation. Mr. Tarver also agreed with the need <br />to stay focused and supported acquiring 33 acres. His bottom line is that the process should be <br />a fair process and that people can make sense of it. He does not want to exclude anyone from <br />using the parks and believes the parks are an asset to the business community as well as to the <br />residents.
