Mayor Tarver declared the public hearing open. There being no speakers, the public hearing was closed. There was discussion to clarify the staff recommendation and the number of units that need to be shifted. It was moved by Ms. Michelotti, seconded by Ms. Mohr, to adopt Resolution No. 95-20, approving the amended staff recommendation for approvals not to exceed 782, allowing staff the flexibility to move the 8 approvals for Vista Diablo and 10 approvals for Pinn Construction, so long as building permits do not exceed 750 for 1995. The roll call vote was as follows: AYES: Councilmembers- Dennis, Michelotti, Mohr, Pico, and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None It was moved by Mr. Pico, seconded by Ms. Dennis, to move the eight approvals for Vista Diablo to 1998 with first priority to move back should space become available. Mr. Roush believed this motion was covered by the prior motion which gave staff flexibility to reallocate approvals to insure the approvals did not exceed 782. If that is not possible then the eight approvals will have to be dealt with in August. After discussion, Mr. Pico withdrew his motion. Mr. Tarver wanted to make it clear to developers that when units are allocated, they must be built on time and staff should not continually have to make adjustments. He wanted to be sure Vista Diablo was allocated some place. He wanted consistency. It was moved by Mr. Tarver, seconded by Ms. Dennis, to move the eight approvals for Vista Diablo to 1998, if staff was unable to find room for the eight approvals in 1995 within the 782 allocated.
