The roll call vote was as follows: AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. NOES: None. ABSENT: None. ABSTAIN: None. Mayor Tarver asked if action needed to be taken on the agricultural policy resolution before it goes to LAFCO. Mr. Lum said given the comments tonight on the agricultural policy resolution, staff should spend more time reviewing the policy with the residents. Mayor Tarver agreed. He said the words should be clearly articulated in the policy regarding the agricultural uses and rights in case there are disputes between property owners. It was moved by Ms. Dennis, seconded by Ms. Ayala, to adopt Resolution No. 99-014, adopting the pre-annexation policy for the Happy Valley area. The roll call vote was as follows: AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. NOES: None. ABSENT: None. ABSTAIN: None. Ms. Michelotti asked staff if a resolution could be reached to include Chapman and Schafer' s properties in the annexation. Mr. Roush said if the situation could be resolved before March 11 the properties could be included at a later time. Ms. Acosta said it was unlikely that the issue could be resolved, amend the application and still meet the March 11 LAFCO, but a subsequent application could be submitted on the two properties at a later date. It was moved by Ms. Ayala, seconded by Ms. Michelotti, directing staff to continue with the annexation of the Happy Valley Specific Plan Area, excluding Lots 116 and 119, according to the resolution adopted by the City Council on September 15, 1998.
