Mayor Tarver said he would like to have the annexation go smoothly. He understands <br />where the people in Happy Valley are coming from. He had no problem in accepting the Alisal <br />Improvement Association financing method. He believes there is not going to be a bypass road for <br />many years and this impacts the community. He wants to use an incremental cost basis to finance <br />the golf course so the existing property owners are the least impacted. <br /> <br /> Ms. Dennis would like to see everyone hook up to water and sewer. She supported the <br />Alisal Improvement Club allocation method. <br /> <br /> Ms. Ayala asked if this method has been used anywhere else in the City. <br /> <br /> Ms. Acosta said it was useful for Council to state its reasons for supporting or not <br />supporting the method. <br /> <br /> Ms. Dennis felt it was fair because the bypass road would not be constructed for quite some <br />time. <br /> <br /> Mr. Pico did not want to vote on the motion if the motion eliminates the bypass road. <br /> <br /> Mayor Tarver said the bypass road will be constructed. The motion is to minimize the <br />impacts to the residents until the bypass road can be constructed. <br /> <br /> Ms. Dennis said it states in the report that the bypass road will be built as soon as possible. <br /> <br /> Ms. Michelotti did not feel the bypass road was going to happen in a timely fashion. She <br />hoped the costs would be reduced if more people decide to buy in if they feel the plan is fair and <br />equitable. <br /> <br /> Mayor Tarver said the longer a property owner delays connecting, the higher the cost will <br />be. <br /> Ms. Acosta said the LAVWMA expansion project is going to have a significant impact on <br />sewer connection fees that will not be paid to the City of Pleasanton. The longer a person waits, the <br />more expensive it will be. <br /> <br /> Ms. Michelotti indicated new property owners would pay a higher fee to connect to water <br />and sewer. <br /> <br />Pleasanton City Council 27 02/16/99 <br />Minutes <br /> <br /> <br />
