MATTERS INITIATED BY COUNCIL <br /> <br /> Mr. Roush said at the last Council Mr. Pico had questions regarding the e-mail and ex parte <br />communications. He asked if Mr. Pico wanted to discuss this item as an agenda item or as a work <br />shop item? <br /> <br /> Ms. Acosta understood Mr. Pico wanted the item as an agenda item. <br /> <br /> Mr. Pico felt it was a significant question about Council policy and procedures and should <br />be held in public and televised. <br /> <br /> Ms. Michelotti asked if the overall Council policies and procedures would be reviewed. <br /> <br /> Mr. Pico wanted to discuss the City Attorney's recommendation about ex pane <br />communications while the Council's acting in quasi-judicial roles, such as the proceedings <br />regarding the recent appeals by Mr. Chestnut and Mr. Nelson.
