Mayor Tarver said the next date would be March 11 for the annexation application to go to <br />LAFCO. <br /> <br /> Mr. Roush said if LAFCO approves the annexation in March, the matter retums to the City <br />Council for final action. At that time a public heating would be held and notices would be sent. <br />This would provide the property owners the opportunity to protest the annexation. The numbers <br />are tabulated and Council would decide if there is majority protest. <br /> <br /> Mr. Barlow asked when he could protest the annexation. <br /> <br /> Mr. Roush said he would voice his opinion at the public hearing that will be held after the <br />March 11 LAFCO meeting. He will be notified by mail of the meeting. <br /> <br /> Mr. Barlow had a concem with the description of the roads. He requested that Hendricks <br />Road be changed to Anna Lane in memory of Anna Andrason, who was born and lived in the area <br />since the early 1900's. He understood that the names have to be approved by the fire department. <br />He spoke with the Fire Marshall and the Fire Marshall's main concern is not to have any <br />duplication of names. <br /> <br /> A1 Schafer, 777 Happy Valley Road, representing himself (Lot 119), Nick Chapman (Lot <br />124), and Fred Miranda (Lot 116), requested their properties be annexed to the City along with the <br />other properties going before LAFCO March 11. He opposed the agriculture resolution being <br />adopted tonight. The words in the report should read, "to protect the ranchers". He indicated the <br />staff has never contacted him to participate in the drafting of the agriculture report. He submitted a <br />letter from his attorney dated February 16, 1999. <br /> <br /> Nick Chapman, 255 Happy Valley, clarified the letter that was submitted by his lawyers. He <br />said he is not the owner of the property (Lot 124), nor has he ever represented this to the Council. <br />The property was purchased by Castle Valley Trust in December 1994. There are three major <br />ranches in question. The Sportono Ranch, the 52 acres where he is at, and the 42 acres that belong <br />to A1 Schafer. He believed these three ranches should have input on the agricultural documents. He <br />has not seen the document. The document uses words, "should be" and not "will be". The <br />document is an agreement between the ranchers and the City in order to preserve the agricultural <br />rights and to continue in a profitable situation. He asked Council to reconsider the document and <br />send it back for further clarification and revision. <br /> <br /> Bill Howell, 6651 Alisal Street, was happy that staff identified a fair method (subcost <br />allocation) for allocating the sewer and water costs. He asked Council to adopt the Alisal <br />Improvement Association plan. He understood that staff believes if its method is not adopted that <br />the City would have to subsidize the community, but he believes if the Alisal Improvement <br />Association plan is not adopted, he would be subsidizing the golf course project.
