Mr. Lum said according to County Health regulations an expansion to an existing home can <br />be made as long as it is not a bedroom, if the house is on a septic tank. If a bedroom is added the <br />County Health Department requires the home to connect to a sewer line. The one bedroom rule is <br />hard to administer. Therefore the City has tried to strike a balance, by limiting additions to 1000 <br />sq.ft., before being required to hook up to the sewer line. This rule makes it easier for the building <br />department to administer. <br /> <br /> Ms. Ayala said the County has the rule in existence. <br /> <br /> Mr. Brogden understood the rule. He felt the rule wasn't fight. <br /> <br /> Ms. Michelotti asked if the Alisal Improvement Association's plan were implemented, <br />would he hook up to City sewer and water? <br /> <br /> Mr. Brogden said yes. He felt many other people supported the plan as well. He also did <br />not understand what the added cost would be for a new house. <br /> <br /> Rennie Couper, 6525 Alisal Street, said the costs are too high. The City's method would <br />cost him $45,480.00. The Alisal Improvement Association's plan would cost him $28,837.00. <br />Both are a substantial amount of money and he doubted anyone had the money. In addition, he <br />would have to pay for the cost to bring the sewer line from the street to his house. He also has a <br />number of trees and vegetation on his property that require irrigation. He will have to maintain his <br />well in order to irrigate his property. The costs to him are out of sight. The staff report mentions <br />there have been examples in the past where developers have been required to assume shared cost of <br />existing homes. He said the number of existing homes was relatively few in these situations, where <br />in this case the number of existing homes is significant and the development is a golf course. He <br />was concerned with the time it is going to take to complete the bypass road. He reiterated his <br />concerns: the high cost, the two-year completion of the bypass road and a loss of his current <br />lifestyle and independence. <br /> <br /> Ms. Ayala asked if he understood that he did not have to hook up to the sewer and water <br />line. <br /> <br /> Mr. Couper understood. He said that at his age he was not interested in going into debt. He <br />felt this is a planned development by the City and as the developer it should pay the cost of the <br />water and sewer hookups. <br /> <br /> Bud Barlow, 6723 Alisal Street, believed that a lot of people would not pay to hook up to <br />City water and sewer. He also felt the cost was too high. He has asked staff to provide him with <br />the information regarding the annexation process. He has received some of the information, but <br />the information lacks a time line.
