She felt the Council would see it come together <br /> over time. <br /> <br /> Ms. Dennis wanted certainty that eventually all the lots would be hooked up to water and <br /> sewer within a certain number of years. <br /> <br /> Ms. Acosta said that could be done, but that isn't being proposed by the Association. <br /> <br /> Ms. Michelotti asked what the $210,000 represented. <br /> <br /> Mr. Lum said the $210,000 figure represents shifting of costs from existing to future homes. <br /> Under, the Association's method future homes would pay more, and the $210,000 represents the <br /> golfcourse's share. <br /> <br /> Ms. Michelotti understood the $210,000 represented the difference. <br /> <br /> Mr. Lum said the figure does not increase the deficit of $2.9 million. It means that the City <br /> will not receive as much reimbursement as expected as people connect to City water and sewer. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Sheman Balch, 6010 Alisal Street, had a question regarding the eight-inch gravity sewer <br /> line that runs along Alisal and Sycamore down to the sewage lift station. The improvement plans <br /> show the gravity line to be installed along with the pressure main line. He wanted a confirmation <br /> from Council that this line would be installed regardless of how many people decide to hook up to <br /> the sewer line now or later. The gravity line significantly effects the values of the property on both <br /> sides of Alisal and it would be impractical to install the line at a later date. <br /> <br /> Mr. Lum said the plan is to install the line when the core facilities are constructed. <br /> <br /> Bruce Brogden, 6245 Alisal Street, said it made no difference to him if the properties <br /> annexed to the City. His concern is the rules regarding adding an additional bedroom and limiting <br /> additions to 1000 sq.ft. He thought the bedroom rule was illegal. He also would like to be able to <br /> add more than a 1000 feet to his home. He believed everyone wanted to hook up to City water and <br /> sewer. He supported the Alisal Improvement Association's plan, rather than staffs <br /> recommendation. He said he could not afford $50,000+ to hook up to sewer and water. He hoped <br /> an agreement could be reached that is reasonable. He supported the golf course; he believed it is a <br /> much-neededproject. <br /> <br /> Ms. Ayala asked staff to clarify the bedroom rule and 1000 sq.ft. limitation. <br /> <br /> Pleasanton City Council 23 02/16/99 <br /> Minutes <br /> <br /> <br />
