No amenities are necessary for this develop- <br />ment since it is less than the density midpoint. <br />Traffic, Parking, and Off-/On-Site Circulation <br />A summary of the traffic issues related to the proposal include the following: <br />^ Project traflic reduces the Bernal Avenue/Vineyard Avenue (N) intersection from LOS <br />"D" to LOS "T;"; <br />^ "Che LOS "E" at the Bernal Avenue/Valley Avenue and the Sunol Boulevard/I-680 inter- <br />sections will remain unchanged by the project; <br />^ The level-ol=service at the Stanley Boulevard/Valley Avenue/Bernal Avenue intersection <br />will deteriorate from "IJ" and "F" unless mitigated; <br />^ Other City intersections are affected by project traftic, which will reduce the existing lev- <br />els-of-service; <br />^ Valley Avenue homeowners have expressed concerns pertaining to traffic levels; <br />^ Ingress/egress to/from Bernal Avenue and Stanley Boulevard; <br />^ Combined bicycle/pedestrian sidewalks to separate bicycle traftic from traflic lanes; <br />^ On-site circulation including the function of the proposed drive-through lanes; <br />^ Iron Horse 'T'rail connection to Stanley Boulevard; and, <br />^ Parking. <br />Traflic Level-Of-Service Impacts/Mitigation Measures <br />The traffic study, "Report for (the) Home Depot Shopping Center Traffcc Study", dated July <br />14, 2006, prepared by Dowling Associates, the City's traffic consultant is attached. The report <br />analyzed the existing plus approved plus project scenarios with/without the bypass road concept <br />previously presented to the Planning Commission at its first work session on this proposal.
